Genetic manipulation is da Debbil!  
For all those concerned about eugenics who think of it only as part of a Nazi science program, or who are fearful of the day when parents can pick and choose their children's features, I have the following two things to say.

"Custom kids" is a concept dreamt up by people who fail to recognize that genetics alone does not make a person. Today's sweet little blonde-haired Aryan angel is tomorrow's black-Mohawked, pin-studded Goth who calls himself "Angelika."

Idiots will always be idiots. You cannot force them to stop being idiots anymore than they can force you to become one of their mooing kind. So long as we can all choose our courses, what each person chooses to do is his or her own damn business. The second you try to make me fit into your idea or ideal is the very moment when I cock my gun and dare you to try.

You can't mandate a minimum IQ as that score changes over time. It's not a measure of potential or of genetic aptitude. IQ is simply a measure of one's "mental age" against an arbitrary standard scale.

I remember the books you could buy that were angled toward people who wanted their kids to have a high I.Q. the "EZ and Fast!" way. I bought one out of the $0.99 bin (about a year after the 1990's version of this fad wore off) and had a good laugh. Depending on which tests I took, it defined my I.Q. from any point between 115 and 185, if I recall correctly.

IQ tests are generally a good indicator of... one's test-taking ability.
